Oplan Tokhang part 2

It took some dialogues and meetings before the homeowners agreed to a modified Oplan Tokhang.

Instead of letting the policemen go around to distribute this Citizen’s Campaign against illegal drugs, the residents just gathered in one place to attend the presentation and get their copies of the booklet.

I was given the booklet while I was standing in line waiting for a free La Lola churros con chocolate.

I was very excited, I was motivated to sit down and listen.

While the presentation was on going, yes I listened of course. My seatmate couldn’t concentrate. She kept on looking at my churros. She asked how much. It’s free but you have to fall in line. She didn’t want. Sorry na lang sya, I didn’t share some with her.

The government does not distinguish anymore between a drug user and a drug pusher. They are now classified as one and both are referred to as drug personality.

Out of the 1,756 persons arrested, 127 were neutralized (translation: dedok / tigok). These numbers probably represent those in our district only because they’re low.

Crime went down because 70% are drug related.
They showed photos of some drug users and their victims.
One was engaged in motornapping. One killed his neighbor who was a nurse at St. Luke’s. He climbed to the second floor and entered the rented room of the nurse to steal her wallet. She was awakened and surprised the thief. He stabbed her 19 times. He said he was high on drugs.

On September 16 alone, the policemen conducted an operation in a barangay in Quezon city and arrested 145 drug personalities.
On October 5, they had a buy-bust operation in Payatas and raided a drug den. They arrested 95 offenders. They also arrested 72 persons in the poor community of Barangay Culiat. Their problem is they have no more space in jail.

Police Supt. Eleazar said that many garbage collectors are drug users.
There’s a lola, who’s a lavandera. who claims to be 53 years old but looks like 75 years old. She buys P150 shabu every morning to feel good while doing laundry. Majority of pedicab drivers are also users. Construction workers and basureros say they feel more energetic when they’re high on shabu.

If there’s at least one user in a barangay, it’s classified as slightly affected.
If there’s at least one drug pusher in a barangay, it’s classified as moderately affected.
If there’s at least one drug laboratory in a barangay, it’s classified as seriously affected.

Since they no longer distinguish a user from a pusher, the least classification of a barangay with at least one drug personality is “moderately affected”.

People who are hooked on drugs are like walking dead like zombies according to Supt Eleazar.

Oplan Tokhang seeks cooperation from the residents by encouraging them to be vigilant. Mag report daw if you know of any activity in your neighborhood that involves illegal drugs. The information could be inaccurate so the list of suspected drug personality must be validated, re-validated gazillion times.

Mga kababayan, huwag tayong mag-imbento ng kasinungalingan, huwag ipahamak ang kapwa. Huwag mang-akusa na drug addict ang isang tao dahil lang may galit ka dito o naiinggit ka sa kanya.
