If I were the government, I would assign one vehicle with two people to go around major streets, especially those frequented by foreigners, whole day every day, to clear the area of street sleepers and beggars. Sometimes those wandering in the streets are also involved in undesirable deeds like snatching, pickpockets. I’ve seen many kids inhale rugby across this corner, where the guy is sleeping.
