Someone told me that some candidates who lost in the most recent election gained more from the campaign fund contributions. They’ve become richer daw, and very liquid indeed. A friend of mine also told me a dozen years ago that the night of the presidential election, he was at the house of former President Erap Estrada who was pitted against Joe De Venecia. He saw sacks of money in the kitchen, from campaign contributions. Ewan natin kung kwentong barbero lang yan. My friend’s story was not improbable because Erap was almost sure of winning (llamado), many rich people bet on him and voluntary sent their cash contributions.
So the one billion peso left over funds allegedly from campaign contributions to winning president Digong Duterte is not at all outrageous.
If that’s really true, well, the good Mayor / President, wants to use the money daw to curb criminality, specifically illegal drugs.

It is perhaps not outrageous but what is outrageous or a lie is what he submitted in his SOCE.
In total, Duterte received P375,009,474.90 million, of which over P298 million was in cash and the rest in kind, such as tables and chairs, lights and sound systems, campaign posters and vehicles for motorcades.
